Matters arising   - not covered in the agenda. There were none.

Matters for consideration
*   New parish councillor - nobody had come forward, it was agreed to advertise in the Link.
*   Traffic - progress report. N Northcott reported that there had been no progress on the problems caused by the stadium parking. On Boxing Day the situation had been very bad with no control of parking on the roads and verges. Pedestrians were forced into the roadway.
After some debate it was resolved that the clerk write to both councillors, the highways department and the Chief Executive of Oxford City Council expressing this council's extreme dissatisfaction and requesting that they jointly attend a meeting in the parish to answer questions.
*   Sign and garden - progress report. Scottish & Newcastle brewery had not replied to clerk's letter re termination of lease for sign and had not sent requested details for the return of the £200 they had credited to parish councils' account despite the required notice having been given over a year ago.
The parish council proposed that G Surman be requested to remove the swinging part of the sign and also be asked to prepare a plan for a simple landscaping involving the 3 large stones from the old lock donated by Mrs Love. A design for a new swinging sign identifying the village would be prepared.
*   History guide - a sub committee consisting of J Smithson, M Norton and the clerk was convened for preparing further proposals in response to comments received on the first draft. Re-writing to be tackled for next meeting and layout to follow.
*   DTLR / OALC re adoption of new code of conduct - no action to be taken at present
*   DEFR consultation paper on quality parish and town councils - comments. None received, no further action to be taken at present
*   Homezone - clerk to put forward a proposal for the straight stretch of Heyford Hill Lane.

For information / other items
N Northcott produced SODC refuse disposal notice he had found in VH car park relating to abandoned car. No action had been taken by SODC despite 7 days being given as the period of notice. Clerk to send notice back to SODC requesting action.
Fly tipping - the rubbish (two loads) had been removed and G Surman had found envelopes with addresses on amongst it. Clerk to send to Environmental services at OCC and request them to take action against the addressee on the envelope.
Squatters at the wharf - N Northcott had written to T Brown the enforcement officer regarding this and had received a reply saying the matter was being investigated.
J Smithson complained of the excessive number (21) and sound of the aerial firework display held at the Four Pillars on new year's eve. She was writing to the hotel and clerk would write on behalf of the parish council.

Matters arising   - T Sapey might be interested in being co-opted onto council. Clerk to invite him, other wise a notice to go in the next Link.
Enforcement proceedings against the squatters on the wharf were in hand by SODC.
M Norton brought along a sample of a chair suitable for the village hall, it cost £2.50 and there were 70 available. It was unanimously agreed that he be asked to put in a firm order for them.
M Inston had attended the recent area forum and had been shocked by the poor organisation, lack of information and irrelevance of subjects discussed to most parish councils. He did not wish to attend another forum.

Matters for consideration
*   Traffic - progress report. There was no progress apparent, there had been no response to Clerk's letters requesting a meeting and discussion of remedies for the parking problems and the parking had been as congested as ever on Saturday Feb 2. M Norton had taken some photographs showing this.
It was resolved that N Northcott would contact R Tudor Hughes regarding his letter suggesting that the planning conditions be enforced and that if no progress or interest was shown by the City Council or the stadium owner then the press and Bill Heine would be approached.
*   Jubilee sign and garden - progress report. The Surmans had been approached to carry out this work but declined. M Norton would make enquiries of a firm who did work for him to see if they would be interested. Otherwise another commercial firm who was prepared to do design work as well as landscaping would have to be asked.
*   History guide - it was presented at the meeting and agreed that clerk would make minor amendments to the layout and then get a sample printed and some costings for the next meeting.

Matters arising Residents   of boat moored at The Wharf had spoken at length to N Northcott and said they were not squatters as they owned the boat. The enforcement officer was surprised they were still there but apparently the river navigation had red flags so movement was difficult.
Mr Sapey had been asked whether he would like to be co-opted onto the council. He said he would be very interested possibly in the Autumn but had too many commitments at present. An advertisement would go into the next Link.

District Councillor's report   Regarding the stadium traffic, J Stimson agreed to put on some pressure with the police and would talk to R Tudor Hughes and the Oxon CC re the signs. He would also comment to the City Council re the under parking provision and the possibility of rugby in the future which would exacerbate problems.
Park Homes improvements are proceeding very slowly and Mrs Hutton is not satisfied with progress.
He had received a letter from M Inston about the recent area forum, the forum had been a total waste of time.
The retrospective planning application for 40 Church Rd was to go to committee on 27 March following a councillor's site meeting in the morning. It was agreed to ask Mr Graham to be the parish council's representative at the evening meeting. Clerk would write setting out objections formally.
There had been media coverage of SODC's rubbish and recycling plans for the new financial year but the proposed system was still being debated by the policy development panel and local consultation would occur before implementation.

Matters for consideration
*   Traffic - progress report. R Tudor Hughes had no formal report to give but attended to discuss the stadium problems with the parish council and parishioners. N Northcott summarised the position to date which was that no progress had been made regarding either road signing to direct fans away from the village, no further parking had been provided at the stadium and the police were not preventing the illegal parking along roadsides and on verges.
There was talk of a large rugby game to be held in April and also talk of permanent rugby fixtures in addition to the football, hotel and other used. This could only make matters worse. R Tudor Hughes said that traffic enforcement was a matter for the police which they were not carrying out.
It was suggested that parish council invite police Inspector G Houlalla to a meeting to discuss this. He would be invited to next meeting along with R. Dix (R Tudor Hughes) would invite him. A major problem was that the City Council were the main planning authority for the stadium development and they were very difficult to deal with.

*   Unlighted skips on the highway - N Northcott again expressed his concern over skips being left unlit on the highway and asked what was policy regarding this.
*   Jubilee sign and garden - progress report. M Norton had asked a contractor to contact N Northcott but nothing had happened yet. N Northcott had spoken to a signwriter who could prepare a new painted decorative sign for a price up to £600.00. It was agreed that N Northcott would ask him to come and look at the site and make suggestions for a sign costing up to £600.00
*   History guide. 1,000 copies had been obtained from Parchment Press. 500 would be distributed with the Link, some would be given to the Vicar to give to new people to the village, some would be given to the Four Pillars for guests. Clerk would contact Senior Navigation Officer at Osney Lock to get permission to distribute them from the lock and a copy would be sent to the local history section at the Westgate library.

Matters arising   No reply from Env. Agency re village leaflets, Clerk to telephone.
The new chairs had arrived, some of the old ones were to be given to Orchard House and some to Nuneham Courtney.
Alan Graham had attended SODC planning committee re 40 Church Rd - it would be agreed subject to conditions

District Councillor's report   J Stimson had spoken to Chief Superintendent Govier re enforcement of parking measures especially at entrances to properties, she didn't think this was the best approach. He had met with H Hutton re ongoing problems and had asked for a letter from her to report to Rural Strategy working group.
The new waste collection system was still under review and a trial would take place in one area of the district.
H Hutton commented re the Park Homes site that Mrs Dunnett had been helpful and was writing to Mr Cooper but he had been very abusive to residents making complaints.

Matters for consideration
*  
Adoption of code of conduct - prop. M Norton, sec. M Inston
It was unanimously resolved that:-
(a)   In accordance with section 51(1) of the Local Government Act 2000, the Council adopts the Model Code of Conduct set out in the Schedule to the Parish Councils (Model Code of Conduct) Order 2001 without amendment as the Council's Local Code of Conduct with effect from 15 April 2002.
(b)   Every member of the Council shall sign a Declaration of Acceptance of Office incorporating the statutory undertaking to observe the approved Local Code of Conduct and return it to the Clerk by 14 June 2002 at the latest.
(c)   The Clerk shall inform the District Council's Monitoring Officer as follows:
(i)   that the Council has adopted the Model Code of Conduct as the Council's Local Code with effect from 15 April 2002 within five working days of the meeting approving the resolution set out in paragraph (a) above; and
(ii)   that each member of the Council has signed and returned to the Clerk the undertaking to observe the Local Code of Conduct by 20 June 2002 at the latest.
*   New Audit regime - the audit commission was privatising its external audit system and had proposed that Burnett Swayne will be appointed auditor to all local councils in Oxfordshire. This will be jointly with District Audit. The parish council had no objection to this and was pleased that Mr N McKisack had agreed to continue as independent internal auditor.
*   Traffic - progress report, this agenda item was taken separately at the beginning of the meeting. Sgt Brown introduced Con. Brian Price who was based at Chalgrove at present due to a maternity leave, when that policewoman returned he would have more time for

  the other parts of his district. He could be contacted by leaving a message at Thame police station. It was his intention to attend parish council meetings whenever possible and would attend at the annual meeting on May 13.
He would go and visit H Hutton re problems at Park Homes entrance. He was a local policeman, the traffic dept dealt with speeding and traffic offences generally but his division had been trained in the use of handheld radar guns and were budgeted to get more. The ongoing problems of abandoned and vandalised cars was raised and he said that SODC's removals initiative was helping.

Richard Dix explained the problems regarding parking for stadium, the stadium management was inefficient and the city council was not enforcing the planning conditions also the police responsible were not taking action. He suggested that local police liaise with city police to aid action. He pointed out that any measures taken would affect local residents as well as visitors, eg double yellows.
N Norton read out the 3 proposals suggested by R Dix for improving conditions:-
a) Provide double yellow protection at junctions of Brick Kiln Lane and Church Rd with Henley Rd.
b) Positively mark parking areas in Grenoble Rd for overflow parking
c) Put additional 'P' sign associated with stadium sign at Brick Kiln Lane junction
These points were discussed and agreed with the addition of yellow line protection to Park Homes entrance also roundabouts and slip road accesses and any narrow sections of road. R Dix would draw up a plan showing these proposals and also possible junction change at Brick Kiln Lane, Henley Rd
It was stated that heavy lorries especially Tesco and Unipart were using Grenoble Rd and R Dix would contact these firms to request that they did not use this route, he would also investigate the possibility of a weight restriction order. He would also investigate the feasibility of a pedestrian crossing at the Park Homes pedestrian site entrance. He would also investigate the possibility of traffic calming and a cycle track from the Littlemore traffic calming right through the village.

*   Jubilee sign and garden - progress report, there was no progress yet but after discussion it was agreed that N Norton would give a picture of the church and one of the lock to a sign writer he knew in Garsington to see if these could be incorporated on the sign.

Matters for consideration
*   Annual parish meeting - this was to follow on from this meeting so N Northcott requested that any other items of business not on the agenda be deferred to June meeting.
*   Traffic - N Northcott had received an evaluation of junction proposals from County Highways, Richard Dix. He had put forward 3 proposals for the Brick Kiln Lane / Henley Rd junction:-
1. Change of junction priority markings on the road - £3,000
2. A mini roundabout - £30,000
3. Traffic lights - £150,000
After discussion the parish council decided to opt for option 2. The clerk would write to R Dix stating this and asking that consideration be given to possible access problems for nos 71 and 73 Henley Rd and also Lynnwood.
N Northcott said that regarding buses, he had been in dialogue with S Usher who had been discussing the poor provision of buses to the village with a representative of Thames Travel. The issues raised had been raised before with the support of county councillor R Tudor Hughes and when changes had been made they had not proved economical to the bus company due to poor support from travellers. Clerk would write to endorse S Usher's letter.
*   Jubilee sign and garden N Northcott produced sketches he had obtained of possible designs for the sign. They were declared excellent and would be put to the parish meeting following to make a decision on which two to have. They were all so good that it was resolved to find out if permission would be given to make postcards of them for distribution in the village.
N Northcott asked if anyone knew where time capsules could be obtained. M Inston had seen them once in a shop in Oxford and was asked if he could check whether this was still so. N Northcott had enquired and received a quotation from a contractor advertising in the Oxford Times re landscaping. Clerk would send out brief specification of works to this contractor and two others to get competitive quotes.

*   OCC Speedwatch campaign - Following an appearance of 'SID' in Sandford, 500 copies of a leaflet relating to the speedwatch campaign had been sent to the clerk for distribution. H Hutton offered to distribute them on the Park Homes site and N Northcott would arrange the rest.

A sign post advertising a footpath had gone up at Heyford Hill Lane. Clerk would write to footpaths officer requesting approval for f.p. across pumping station land previously agreed by Thames Water.
A bill had finally been received for the works at the Kings Arms / Lock footbridge. This would be paid but clerk would include a provision that ongoing responsibility could not be accepted by the parish council in view of the poor workmanship shown in the repairs.
Litter bins - Clerk would contact SODC regarding replacements, additions - 6 more tub-type bins were wanted.

Minutes of meeting held April 30 2001   These had been posted on the parish notice boards prior to the meeting and were agreed by the meeting and signed by the Chairman.

Matters arising   - There were none

Chairman's report 2000- 2001   (Appended in full and summarised here)

Kassam Stadium   this had dominated council discussion through the year and was still causing problems, parish council was still pressing for improvements to traffic situation.
Village environment   traffic calming in conjunction with junction improvements were being considered and speedwatch monitoring was being carried out. Residents were requested to play their part.
Village hall   changes had been made to bookings system which were an improvement and also other items had made improvements within the hall. Chairman thanked outgoing officers of the VHMC for their hard work.
Fireworks displays   were quieter now thanks to co-operation of Four Pillars
Police liaison   Two policemen had attended last parish council meeting and it was hoped for more police presence in the village.
Oral history   10 accounts had been archived and a brief history of the village distributed to all residents.
Refuse collection   caused little concern but changes were occurring. Residents were urged to write to SODC with their views.
Millennium/Jubilee site   at corner of Church and Henley Rd. Landscaping, sign and time capsule being organised.
Recreation/play areas   goal posts and a youth shelter have been erected.
Abandoned cars   should be reported to SODC who will remove within 5-6 weeks of report
Appreciation   N Northcott expressed his appreciation for the contribution of D Bloomfield, and asked for a volunteer as the vacancy had not yet been filled. He thanked the council for its work and welcomed villagers to meetings.

Statement of accounts 2000- 2001 (appended)



Before presenting the accounts, the clerk expressed the thanks of the parish council to Mr N. McKisack who acted as the parish hon. auditor and who had agreed to act in future as the parish internal auditor.
The accounts were presented by the Clerk and adopted by the meeting:-

M Hills thanked the Chairman and members of the parish council on behalf of the parish. He had noted that Mr Robinson had done this in the past and wished to carry on the tradition.
It was noted that the village hall gate had been broken by a large towed trailer going to the Four Pillars and turning in error.
Regarding the rubbish collection changes, a note would be put in the Link asking residents to contact M. Roland Jones with their comments.
The pictures sketched for the new signpost were discussed and two chosen. Clerk would write to the contractor stating our preference and requesting copywrite permission to use all the four pictures e.g. for postcards.

Matters arising   There were none

District Councillor's report   J Stimson apologised for being unable to attend the previous month's AGM and enquired whether there had been any further developments or complaints regarding the extra traffic generated by the stadium. None had been reported.
There was some progress on the Park Homes site in that model standards were now in force and the new conditions had not been opposed. There was still some ongoing problem with the drainage and water supply.
Due to the changes in the new code of conduct ward members who were also on the planning committee could no longer represent local views on the committee.
Refuse and recycling was still being debated though it seemed likely that some form of wheelie bin would be distributed.
There had been a meeting on the new local plan which had been accepted, the parish council would receive a copy as soon as it was available, additional copies would be £60 each. M Inston asked whether a recent report on the new local plan published in the local paper was accurate and J Stimson said it was.
There was some discussion with parishioners regarding the outline planning permission put in for 15 Henley Rd. and J Stimson advised that in regard to the application the parish council and interested parties could attend the meeting, if the application got that far, and could speak - 5 min for parish council and 5 min. total for interested parties. The proposal might not get that far if in the opinion of the planning officers it contravened guidelines. In any case the parish council supported local residents in their strong opposition to the proposal and would reply to SODC in that light. J Stimson offered his guidance if required in matters of bureaucratic procedure.

Matters for consideration
*  Traffic - There had been no recent complaints.
*   Jubilee sign and garden, time capsule - Clerk had sent brief specification and request for quotation to two landscapers who had expressed an interest but so far has had no reply. Clerk would check on progress.
J Smithson had found a company who manufactured 'time capsules' for £245 + VAT. There seemed to be procedures to be followed to ensure the survival of enclosed material. M Norton thought maybe a sealed glass vessel would do as well. A parishioner reported that a capsule had recently been interred at the Four Pillars.
There was a debate as to content, M D'Arcy thought it would be a good idea for local schoolchildren to be involved and M Inston proposed that material should contain written historical records, reminiscences etc. collated from already existing sources. Someone would have to collate this, ideally not from the parish council, but an interested parishioner/group. *   Buses - Ms S Usher had been communicating with various officials regarding the infrequency of buses in Sandford and had some success. Clerk had also written in support.
A letter has been sent to the clerk from OCC Environmental services stating that a new evening circular service running between city centre, Littlemore Hospital, Sandford, science park, and Greater Leys between the hours of 8.00pm and 11.00pm would start on 7 July. Details to follow. There was a possibility of an increased frequency of the 105 service but no likelihood of a Sunday service yet.
*   Litter bins - Mr Davies from SODC had inspected the positions suggested for litter bins and bins would be placed as soon as possible. He pointed out that the number and position of bins was actually a matter for the District Council though they were happy to co-operate with the parish where possible.

New litter bins were now in place around the village.
There were still ongoing problems at Kiln Park, the owner had been given a list of 21 conditions to fulfil by November in order to achieve Model Standards. In addition to the water and drainage much work was needed to be done to the recreation area. Clerk was asked to write to SODC regarding slow progress.

Matters for consideration  
*   New councillor - following her expression of interest, it was unanimously agreed to co-opt Pat Tuson from Kiln Close to the parish council.
*   Jubilee sign and garden, time capsule - the sign had been made and just needed final painting. Sign writer would collect master designs from clerk and copy them on to board. They should be ready by the end of the month.
Decision on time capsule was deferred until suitable material for filling it had been collected. N Northcott had visited county local history archive and was impressed and suggested that parishioners be asked to take any relevant and/or interesting material there.
*   Recreation / equipment - M D'Arcy reported that the Fox Furlong goalposts had been very successful and additional posts had been requested at the Broadhurst Gardens recreation ground. This was agreed, also that a quotation be sought for repairing the rubber safety surface at the existing play equipment. A youth shelter if a suitable quotation could be obtained. N Northcott would enquire. M Inston would liaise with M D'Arcy regarding the goalposts supplier and a proposal would be brought to the next meeting. The Willow trees at Broadhurst Gardens were growing into the recreation ground and N Northcott would also enquire about an estimate for tidying these.
The six new tables for the hall had not yet been ordered, clerk would order 6 from Topline, the supplier of the tables and chairs ordered for the toddler group.

Planning   N Northcott had noticed from a newspaper that there were proposals to develop land at the south side of Grenoble Rd near the sewage works in the forthcoming Oxford City Draft Local Plan. Clerk to write to City Council regarding their development plans for this area.

For information   Complaints had been received about parking of a car and trailer on the verge outside the village hall and clerk was asked to write to County Highways about this. Letters had been sent in the past, also regarding the poor state of the pavement and road drainage adjacent to 51 Henley Rd. but no reply had been received only an acknowledgment slip.
The bank overhanging the pavement in Church Rd also was very overgrown. Clerk would write to Four Pillars requesting that it be attended to.

Matters arising P Tuson was welcomed as a co-opted member of the council, she had signed her declaration of office and register of member's interests and returned them to the clerk.

District Councillor's report   J Stimson reported on the ongoing situation at the Park Homes site. He noted that the parish council had made no direct response to the Local Plan consultation and reported that the changes to refuse disposal were still awaiting government guidelines.

County Councillor's report   - this took the form of a long discussion on Stadium / parking / Science Park developments which had been tabled on the agenda under matters for consideration. There had been no concrete developments but there was apparently a dialogue in process between the city council and the stadium owner and the owners of the Science Park and Trinity College regarding the Green Belt land opposite the existing Science Park.

*   Approve financial statement for 2001 - 2002 - this was approved, prop. J Smithson, sec. M Norton
*   Risk assessment - review insurance cover for public and employers liability. This was acceptable for the moment. New play equipment to be added to the schedule.

Some parishioners had asked whether it was possible to put a note in the next Link about the nuisance caused by garden rubbish burning. District Councillor's report   J Stimson had telephoned with his apologies; he had nothing of immediate local interest to report, but said that he was involved in a potential dispute involving planning staff who had concerns about a recent job evaluation which took no account of out of hours working. Unison had written to members asking for their assistance.

Matters for consideration
*   Annual Return, Audit. - the annual return for the year ended March 31 2002 was approved and signed by the chairman. Prop. P Tuson, sec. M Norton
*   Jubilee garden and sign - the sign was completed and ready for hanging. Clerk produced some sample cards made from original art work, now parish council's property, and it was agreed to spend up to £100 getting some sets printed in single and folded formats for distribution to the public. Purchases from the parish council would be priced at cost price. M D'Arcy and P Tuson would investigate advertising landscapers to undertake the construction work of the garden.
*   Summary of minutes in The Link - M Inston would be asked if he would like to summarise main events of preceding 3 months to be included in future editions of the Link. The Link would be due out in the next week or two.
*   Rubbish on the recreation ground - a letter had been received complaining of the sudden large amount of rubbish left by young people using the recreation ground and suggesting a system of volunteers and a volunteer organiser to tidy up. It was thought that some parental discipline would be useful in preventing the problem in the first place, also it was not easy to find people prepared to volunteer time on a regular basis especially to organise others.
It was agreed to ask G Surman to arrange to move the two existing large concrete bins because SODC would not empty them and even if they were lined, someone would have to be found to take out the lining weekly to a point where Grundons would collect them.
*   15 Pheasant Walk - Clerk to write re-iterating that parish council was not empowered and did not wish to sell the piece of land adjacent to this property. Maintenance should be included in the regular grounds maintenance contract.
*   Goalposts at Broadhurst Gardens/Overhanging trees, Broadhurst Gardens - N Northcott had produced a diagram of proposals for this area for the assistance of the council. G Surman had already started work on the tree and under brush clearing. He reported that

  there was extensive dumping of garden waste by local residents in this area which together with the growth of trees and nettles etc. had considerably reduced the available open space. The wider open space area behind Broadhurst Gardens was being cleared but not the narrower space behind Yeftly Drive at the moment.
*   Bus stop on Grenoble Rd - a letter had been received from Oxon CC with copy letter from the facilities manager at the Science Park requesting a new bus stop. The parish council would have to make a financial contribution. The land is in the City Council and so not our concern.
*   Football table for village hall - a reconditioned heavy duty one was available, prop. M D'Arcy, sec. M Norton that this be purchased.

Parishioners questions   - N Northcott explained that correct council procedure was for items of concern to parishioners to be notified to a councillor prior to a meeting with sufficient notice for them to be relayed to the clerk for inclusion on the agenda. In the interests of good relations he proposed to allow a discussion before the main meeting but after District Councillor's report as J Stimson had another meeting to attend.

District Councillor's report   J Stimson introduced himself to the parishioners present. He reported that he intended to attend a meeting of I.P.A.S. (the park homes association) to be held in the village hall this Friday. The new planning regulations to be applied to small properties which he had mentioned before were to be held and the policy suspended pending further consultation.
The problem regarding staff conditions was still ongoing and there was still a possibility that senior staff would leave.
At the recent police liaison committee he had noted that there had been no police attendance at parish council meetings in his parishes and he would press for this to occur. The problem of abandoned cars should be helped soon by new police powers to impound after only 2 days. He stated that he had been critical of the new system of rule by 'cabinet' but had thought it might be better to work from inside rather than outside and so was standing in the next election for cabinet.
He asked whether parishioners had any questions. There were none.

Parishioners questions   Following the report re. Broadhurst Gardens recreation area at the last meeting, N Northcott had distributed the diagram indicating proposals for the area to local residents. Specific complaints were - 1. no consultation, 2. shelter will encourage 'incoming youth' from Littlemore, Rosehill etc., the area where it was proposed was very dark and hidden - couldn't it go on piece of ground at beginning of Heyford Hill Lane. 3. football goalposts would endanger children by encouraging them to climb into Thames Water compound to reclaim balls, 4. football goalposts were unnecessary because children put down coats and things, 5. by putting in a pair of goals the area would be 'deemed' to be a football pitch and would inhibit other use, 7. children already played happily and did not want any more facilities, 8. intimidation of local children by incomers, 9. much litter - cans bottles, signs of drug use.
N Northcott pointed out that informal consultation had occurred some time ago and that youth shelters were a recommendation of the police to give teenagers somewhere to go. Residents had complained when young people hung around in the public areas near their houses. If there was already a problem with incoming youth a shelter had not caused it because it was not yet there. The football goals at Fox Furlong had caused some agitation before they were put in but had subsequently proved successful. He suggested that if local children and residents were being intimidated by incomers then the police be contacted.

The rubbish reported to the parish council when some tree and brush clearance was started was not tins, bottles etc. but deliberately discarded household and garden waste which over the years had encroached on the recreation area preventing mowing and allowing nettles to grow. By this the available recreation area had been much reduced.
N Northcott proposed that the police be invited to the next parish council meeting and that the same parishioners attend and voice their concerns there. He also agreed that the plans would be held in abeyance for the time being and that the residents could agree an alternative plan for the enhancement of the area which the council would consider.

Matters arising from the minutes   - regarding the parking/traffic calming measures, N Northcott had corresponded with R Tudor Hughes and R Dix by email and discovered that there had been little progress, apparently City Council did not think it would get any money out of Kassam to pay for any measures. This seemed very feeble and not a sufficient excuse for Sandford residents to suffer. He had then received a letter and plans from P Egawhary which was a copy to be sent to affected residents regarding proposed on street parking restrictions. Clerk to write to P Egawhary noting this and requesting that Oxford Park Homes be added also pressing for traffic calming measures a mini roundabout and changes to the Church Rd junction for safety.
Clerk had met a surveyor from the County Council at 47 Henley Rd and he had agreed that the pavement was in a dangerous state, also that adjacent to no 45 and other areas. The two dangerous areas would be repaired immediately and the whole stretch of pavement up to Brick Kiln Lane junction would be put on a list for re-surfacing as soon as funds allowed. The surveyor pointed out other pavement crossings where heavy vehicles probably engaged in delivering building materials had compressed and damaged the surface. Also areas of sand and gravel coming from houses where building works were in progress. Apart from being dangerous this material washed into the surface water drains, blocking them and causing floods at times of heavy rainfall.

Matters for consideration
*   Freedom of information act 2000 - (documents previously distributed) Clerk had consulted hon auditor N McKisack. It was agreed that parish council should sign the declaration form and adopt the core model only.
M Inston said that the council should take risk assessment very seriously especially in relation to the children's play equipment. For instance the swings etc really needed an informal check monthly as well as the annual RoSPA inspection. M D'Arcy was compiling a list of recommendations from the recent inspection, they would be put on the agenda for the next meeting. It was suggested that notices be posted and a notice be put in the next Link asking members of the public to report any faults that they noticed. The possibility of employing someone to do this and odd jobs around the village was discussed but it had not been possible to find anyone willing to do a few hours for the village hall in a similar capacity.
*   Jubilee garden and sign - G Surman would be asked if he could arrange for the sign to be put up before the next meeting. The cards and postcards from the designs for the sign had been printed and would be offered to village organisations at cost price for them to sell. M D'Arcy knew someone who would be prepared to give an estimate for the construction works at the proposed garden. Clerk would liaise with him and provide a specification.

For information   Clerk would write to Four Pillars asking them to repair the styles at each end of the footpath crossing their land. Style near the church wall was probably down to footpaths division of County Council to repair. Clerk would check.
It was reported that a railing by the brook on the Henley Rd was broken. Clerk would report this to highways.
Vehicles had been seen parking on the verge outside 40 Church Rd.
H Hutton said that motor bikes were again a problem, racing up and down Grenoble Rd. It was suggested that she raise this at the meeting when the police attended. She invited the parish council members to the annual meeting of IPAS to be held between 11.00am and 4.00pm on Friday. Refreshments would be available. If the weather was dry enough it would be permissible for any overflow parking to use the recreation ground.
Miss J Ford reported that following the recent heavy downpour and subsequent flooding of properties she had been asked to compile a report to OCC This she had done and said that much of the trouble was caused by blocked / inadequate surface water drains. Clerk would write to the drainage department asking for 3 monthly clearance rather than annual which was inadequate. N Northcott was thanked for his article in the recent Link concerning bonfires.
The VHMC was implementing new booking conditions to avoid nuisance and noise from the village hall but it was not always possible to exercise total control.

District Councillor's   report J Stimson had visited Miss J Ford regarding the flooding problem and hoped that County Council would have more radical solutions than just gulley cleaning.
Regarding Oxford Park Homes he had held a meeting with the Chief Environmental Health Officer and found that at present no one was designated in charge because of extreme staff shortages. He would press for a detailed survey to be included in the general one taking place in December.
Draft Local Plan re developing land opposite Science Park. He had attended a meeting at which it was suggested that Oxford City Council was hoping to breach the green belt and build on the land. He urged vigilance.
He was concerned at the lack of police action on parking, joy riders etc and also the lack of communication between the police and the parishes. He added that he had not been elected to the SODC cabinet. The parish council expressed regret at this.

County Councillor's report   this was covered in earlier part of meeting by N Northcott who requested that R Tudor Hughes keep parish council informed of any proposals for developing the land on south side of Grenoble Rd.

Matters for consideration
*   Broadhurst Gardens recreation ground - Nick Grierson was invited to speak on behalf of the Broadhurst Gardens and Yeftly Drive residents. The residents had held a meeting and produced a document outlining their concerns regarding the possible use of the recreation area by older children, joy riders etc and that the 'football pitch' would lead to problems.
M Inston pointed out that rec. at B. G. was not exclusively for the use of immediate residents but for the whole area. There was a small children's playground at Janaway and also a successful kick about area at Fox Furlong. A similar kick about area was all that had been proposed - something to aim balls at rather than nothing as at present.
M Norton said that no decision could be made at this meeting because parish council had only just received the proposal and would need time to study it. It seemed to him that child safety was of paramount importance and that considerable clearance of vegetation would help. N Northcott proposed that a sub committee consisting of three residents, three parish councillors and one young person be convened to meet soon on site to agree a proposal to be brought to December meeting. The proposal could be circulated to all residents via the December Link. Seconded, H Hutton. Nick Grierson would notify the clerk of proposed time and place and names of resident representatives.

*   A second letter had been received from Mrs A Kent of Yeftly Drive requesting the pollarding of five Willows near her property. This would be included with the ground clearance work at Broadhurst Gardens.
*   Traffic matters - N Northcott had attended a meeting with Cllr R Tudor Hughes and David Young and Richard Dix of Oxon CC. Four main issues had been discussed.
1. Mr Kassam has started work on a leisure complex which would only increase traffic in Sandford and appeared to have no intention of increasing parking provision at the stadium.
2. The County Council hoped to conclude consultation etc on provision of double yellow lines as parking restrictions by Jan/Feb next year. They were concerned at lack of action in provision of parking by Kassam. R Tudor Hughes was still pressing for signing from Tesco end of Grenoble Rd.
3. Work was still progressing on the idea of a mini roundabout at the Henley Rd, Brick Kiln Lane junction to improve traffic flow. This would be subject to consultation.
4. Speeding - this was considered not serious by the county, they had suggested possibility of white lining as a traffic calming measure. They would commit themselves to some measure and would have to consult.
Mr D Harris was invited to speak to voice his concerns about the double yellow lines proposal. A policeman had visited his house recently and measured the distance that cars were parked from the junction and said that they were within the legal limit. Mr Harris suggested that it would be helpful if police were to enforce the law as it stood to see whether improvement would render the painting of yellow lines unnecessary. J Stimson had already taken the issue of enforcement up at the police liaison committee and had found beat officers to be in favour but more senior officers to disagree.
N Northcott requested that Henley Rd residents park their cars on the road rather than on the verges as apart from protecting the verges it would act as a traffic calming measure.
*   Budget 2003 / 2004 This would be considered in detail at the next meeting and councillors would bring suggestions if they had any.
*   Jubilee garden and sign - M D'Arcy had found someone locally prepared to quote for the work. He would arrange a site meeting to include the clerk.

M Norton also proposed that willows be pollarded at the same time to let in more light and air to the area. These proposals were agreed and should be carried out during the winter season. A sum would be set aside in next year's budget for equipment and works to the area.
*   Traffic matters - no more news and no replies to previous correspondence. N Northcott had received by hand preliminary notices from City Council showing proposed changes to parking areas in Grenoble road / Minchery Farm area but nothing for Sandford. Clerk would write to Peter Egawhary with copies to R Tudor Hughes, J Stimson, D Young and R Dix asking why there were no proposals for Sandford and requesting reply before end of December 2002
*   Maintenance items - some small items of complaint had been received from members of the public
 o  Boundary fence at village hall was broken and a 'rat run' made by bicycles crossed into car park across the ditch behind the bus shelter. M Inston said that the fence had been removed to aid in ditch clearance.
 o  The bus shelter was leaning towards the road. Clerk would inspect with a carpenter and see if repair was possible. A sum would be put in the budget and a re- examination take place in 6 months
 o  The stone steps at the kissing gate were not easy to negotiate in some weather conditions and the footpath to Henley Rd was narrow at that point. M Norton said that they were old and historic steps. Clerk had previously written to County Footpath's officer asking whether anything could be done but received no reply.
 o  Playground maintenance items should be carried out in accordance with RoSPA recommendations. Clerk would pass on some information regarding surfacing etc to M D'Arcy
*   Clerks salary 2002 / 2003 national award. This had now been published and it was agreed to increase the clerk's salary in accordance with the national guidelines.

Matters for consideration

  • Broadhurst Gardens recreation ground.
    The residents had still not notified the clerk of dates suitable for a meeting so that one could be convened with councillors M Norton, M Inston and P Tuson.
    The resident present at the meeting agreed to arrange this.
  • Traffic matters.
    N Northcott had been in email correspondence with R Tudor-Hughes and county councillor David Robertson re October meeting. New directional signs for parking should be in place by this February.
    It had been suggested that the new leisure facility be closed on match days to alleviate the parking problem. Additional parking places were being allowed along Grenoble Rd.
    The proposed mini roundabout for the Henley Rd / Brick Kiln junction was still in hand.
    Clerk to write to David Young regarding the proposal that Sandford have a 'parish champion' for these items who would be asked to attend at monthly parish council meetings and report on progress.
    Clerk to write to M Brown, secretary of Oxford United at the Kassam Stadium to suggest that the scheme adopted at Southampton be adopted. This involved football tickets being sold combined with a local bus ticket which would act as a pass to the stadium from any Oxford bus coming that way.
    M Inston suggested that as many councillors and residents as possible attend the area forum meeting to be held in the village hall on 7th January to air local grievances. He, M Hills and H Hutton would attend.
  • Jubilee garden and sign. There was no progress yet. A contractor had been contacted, shown the site and given a schedule of works but had not yet prepared an estimate. Clerk would contact a new resident of River View who had experience in garden works.

Matters arising  Quotation for sundry maintenance items had been received from G Surman in the sum of £245 plus skip hire.
Also a quotation for repair and maintenance of recreation equipment as recommended in annual RoSPA inspection from C Brown in the sum of £511
It was resolved to accept these quotations with play equipment one being deferred until after first grass cut.

District Councillor's report  J Stimson asked whether members and parishioners had attended recent Area Forum held in the village hall and did they consider it useful. Some people had attended and found it of not particular interest.
It was expected that district council element of council tax would be about 7% this contained a sum for improved environmental protection mainly fly tipping control.
He regretted that the police liaison committee had been disbanded and was pressing for a replacement.
The other items of his report are covered in matters for consideration later in the agenda.

County Councillor's report  R Tudor Hughes had emailed N Northcott to tender his apology and enclosed some notes regarding budgeting at the County Council.

Matters for consideration

  • Tenders had been sought for tree work in Broadhurst Gardens and Fox Furlong and the lowest tender by LH & AA Pullen in the sums of £1300 & £200 would be accepted. Clerk would request that work be completed by end of February.
    M Inston reported on the meeting held with Broadhurst Gardens residents on Feb 02. Those attending were - M Norton, M Inston, M Hills (parish council) and N Grierson, B Jones and D Pane (residents). Agreement was reached that:
    1. Priority was tree control and tidying
    2. Repair and maintenance of recreation equipment
    3. Provision of one extra item of play equipment to be chosen by local children
    4. Provision of one goalpost and backing to face away from houses and be near tree line
    5. In 2-3 years revisit proposal for a youth shelter.
    It was unanimously voted to adopt this report and undertake recommended action
  • Flood control at Kings Arms - J Stimson mentioned a meeting of scrutiny committee to be held on Feb 20th and urged members and interested parishioners to attend. He recommended that an official representative be sent and he would put their name forward if so wished.
    Flooding would be discussed under two main heads:-
          river flooding - mainly responsibility of Environment Agency and

          local surface flooding - the SODC officer with responsibility for this is Trevor Gvvynn
    The resident lock keeper Derek Bloomfield had sent a letter to N Northcott regarding flooding at King's Arms car park which had threatened to flood adjacent houses. He suggested that a reinforcement of the bank be undertaken, possibly as a joint undertaking by the parish council and the brewery. Clerk would contact brewery and Environment Agency to discuss this.
    The ditch behind the old mill development was not discharging properly into the farmer's field at the bottom of Church Rd. J Stimson said that a survey of all ditches in the District needed to be undertaken, landowners had responsibility for ditches.
  • Traffic matters - N Northcott had received emails from R Dix saying that we now had a 'traffic champion' Peter Egawhary. So far there had been no communication from him. Clerk to write to D Young with copies to R Dix & R Tudor Hughes querying role of 'champion'
  • Jubilee garden - G Turnbull from River View had agreed to design and work on this but would need help for the heavier elements. She would put in a bill based on hours worked when there had been some progress.

For information  Draft deposit local plan - Donnington Hospital Trust land. This was a document from SODC requesting comments on representations by the Donnington Hospital Trust to propose re designation of land at Heyford Hill, Littlemore and land in Sandford between Northfield Brook and Heyford Hill Lane as a major developed site rather than Green Belt.
The parish council would object on the grounds of maintaining some green land between Sandford and Littlemore, on traffic grounds and likelihood of increased flooding risk due to rapid surface water run off on hard surfaced land. J Stimson said SODC would argue for retention of Green Belt. Similarly, clerk would reply to Oxford City consultation on traffic and flooding concerns.

N Northcott had received a letter from A Graham complaining of presence of the unlicensed boat Madonna on the river. D Bloomfield said his line manager was aware of the problem and had the matter in hand.

Also a copy letter had been received from D Pane relating to the Four Pillars and noise nuisance from evening events. N Northcott suggested he also write directly to Sue Masih, Environmental Health, SODC (01491 823201) with his complaint as she had proved very helpful on other matters.

Matters arising  G Surman had inspected the bus shelter and said he thought it was unsafe in that the support posts were rotting at the base. N Northcott asked M Hills to liase with G Surman agree a design and work method with him and ask him to carry out the work as soon as possible.
Notice to move had been served on the boat Madonna.

District Councillor's report  J Stimson had attended the recent Forum on the Green Belt and heard arguments for and against development on it. He would continue to fight against breaching the Green Belt in his parishes.
The District's increase in Council Tax for next year would be +6.7%.
He regretted that a letter sent out to all Park Homes in the District had caused concern to residents and would be holding a meeting with them next week to discuss what the letter meant.
He had attended the recent meeting about flooding. Flooding from rivers and poor drainage was discussed, more funding was being allocated to improve drainage but there was some concern about the working of Thames Water's pumps. N Northcott said he had heard that an old canal from the sewage pumping station was full of foul water and discharging into Thames. Clerk would write to Environment Agency.
J Stimson would attend meeting of Police Authority and put forward concern that police were requesting large sums from the Council Tax and appeared to offer no commensurate service. Clerk to write expressing concern at lack of policing and difficulty of communication to Chair of Police Authority with copy to Chief Constable.

County Councillor's report  The bulk of R Tudor Hughes' report would be covered under traffic matters but he mentioned that he had attended a meeting in Sandford with G Hunt and J Ford regarding flooding. Improvements to Henley Rd drainage were about to take place and also there would be more money in next years' budget for an extra gulley clean.
He had written a letter to the Oxford Times arguing for a reduction in the number of county councillors and he urged parishioner to join him in this.

Matters for consideration
43. Traffic matters.       P Egawhary was pleased to report progress, he has draft orders for match day parking provisions and double yellows for Sandford and Grenoble Rd were in the pipeline. M Hills asked what enforcement measures were. At present these only applied in the City but eventually the special parking provisions enforcement should apply to the whole area.
A proposal for funding for a junction re-alignment at Church Rd./Henley Rd. had been put. This would cost about £5,000. It would form part of next years capital programme funding bids as a minor works traffic calming scheme and stood a good chance of succeeding. R Tudor Hughes was supporting it. R Tudor Hughes would

request a copy of the relevant section 106 agreement made when the stadium was agreed, both for his interest and for the parish council.
44. Jubilee garden - progress report.       G Turnbull had prepared a plan which was discussed. N Northcott would go back and discuss amendments with her and suggest that she proceed. H Hutton said that she knew someone with a tackle for lifting the stones and would put him in touch.
45. Crime prevention measures at village hall.       M Hills had met police at the hall following recent break in and had produced a list of several measures to be undertaken. The parish council agreed to repair and improve the fence on the western boundary and also to take action to restrict access from the Henley Rd side. N Northcott would speak to G Surman about it. The small side gate access to the recreation ground had been bolted and M Norton proposed that the double gates at Church Rd be kept locked.
These measures would restrict access for people with prams and buggies and people with disabilities. M Norton proposed that improved gated access be provided at each end of the recreation ground. N Northcott asked him to produce costed proposals at next meeting.

Matters arising  The bus shelter was found to be rotten and so demolished. Building a new one was to start this week. A basic shelter would go up first and then finishing cladding could be applied afterwards.

District Councillor's report  J. Stimson was not present but had sent a report.
He had attended committees about flood control, also police liaison and was attending a meeting regarding Park Homes next week about Model Standards.
He reiterated his support for non erosion of the Green Belt.

Matters for consideration
*   Traffic matters - Peter Egawhary reported that following last month's meeting he had made copies for the parish council of the original agreements made between Magdalen College, Oxford United and the City Council which included financial provision for traffic management in Sandford. He was investigating whether it would be appropriate to use some of the money eg for traffic calming. He was working on proposals for Grenoble Rd to absorb most of the excess match day parking and it was hoped that work could start in May/June of this year.
*   Jubilee garden - no further progress, N Northcott had spoken to G Turnbull regarding the design and H Hutton said that she had found someone prepared to lift the large stones when it was required.
*   Security measures at village hall - motor bikes and bicycles were still being brought on to the rec. It was resolved to lock the double gates and to ask B Hedges to quote for providing one new kissing gate by double gates and two replacement kissing gates at existing positions to allow buggy access and to move the notice board down to the gate near the church.
G Surman would be asked to provide 2 or 3 strand barbed wire to existing fence posts by ditch behind bus stop and to provide new posts as necessary.
*   Auditor's report 2002 - 2003 The auditor's opinion was reported to the council and the Annual Return was approved and accepted by the council.

Election of Chairperson  Dr N Northcott and was unanimously re-elected.
On behalf of the parish council he congratulated J Stimson on his re-election to SODC and thanked him for his work on behalf of the parish.
He also thanked M D'Arcy for his service, he had not stood for re-election and only six councillors had put their names forward for election so there was now a vacancy on the council.

Election of Vice Chairperson  M Norton agreed to stand and was unanimously elected.

District Councillor's report  J Stimson spoke re. the challenge to Green Belt designation discussed at the last meeting, he had received many letters protesting at the proposal from Sandford residents. It would not be appropriate to discuss redesignation at Local Plan level so any discussion would not occur until revisions to the Structure Plan. He thought there was unlikely to be any change but said that local vigilance was important.
N Northcott suggested that Clerk invite representative of CPRE to our next meeting.
Cllr Stimson said that following the election, the Conservatives now control the SODC having 27 seats to 9 Liberal Democrats. He hoped to be on the planning sub committee for our area and for the local plan task group. He was arranging a meeting with Mr Lally regarding the Park Homes site and point raised for improvement. He hoped to be a member of the scrutiny committee to continue to monitor flooding problems.
He had received some correspondence from Broadhurst Gardens residents complaining of the tree lopping work being carried out.
Nothing had been decided yet about the proposed wheelie bins.

Matters arising  Traffic etc. N Northcott thought matters would be resolved soon and P Egawhary was getting things organized. He had said another 750 parking spaces were proposed at the stadium.
He had received a proposal re the Jubilee garden from G Turnbull. Clerk would ask for more detail and it was hoped to have something for the next meeting.
The notice board would be relocated from inside the rec. to a new position between the letter box and the telephone kiosk. A new notice board would be ordered and located near the post box in Heyford Hill Lane.
Clerk had obtained a version of an 'accessible' kissing gate from the County Council. It was agreed to order two for the Church Rd rec. to replace the existing ones.

Matters for consideration
*   Broadhurst Gardens.  The parishioners present voiced their disquiet on the progress and manner of working of the contractors doing the tree work. N Northcott explained the tendering process, how three quotations had been obtained from contractors and that the

    lowest was selected. There had been a competitive price from two of the contractors and the third had been much higher. The selected tenderer had previously carried out good work in the village however he had serious personal problems which had caused some delay.
However it was agreed that the work was of not a sufficient standard and it was agreed to request a meeting on site for next Sunday with him, together with a representative of the residents and two councillors to discuss cleaning up the site and halting the work until the end of the bird nesting season.

Matters arising  -  There were none

Chairman's report 2002 - 2003   (Appended in full and summarised here)

Kassam Stadium  Still no action although it was thought there might be some progress soon.
Village environment  Traffic continues to build.
Village hall  is in good shape and disturbances now minimised.
Ditch  alongside village hall has been dug out to assist drainage. Fence will be reinstated soon to protect young planting.
Bus shelter  had to be demolished because structurally unsafe and a new one has been erected.
Fireworks displays  no longer a problem.
Police liaison  Still no police locally in spite of reassurances last year. No officer has attended a meeting of parish council and people were uncertain where our local officer was to be located.
Oral history  10 accounts had been archived and a brief history of the village distributed to all residents.
Refuse collection  Still no change.
Litter bins  had been placed at new sites around the village.
Green belt  proposals had been made to change the designation of two areas of the village to allow for possible future redevelopment.
Football table  The parish council had been pleased to assist the youth club in their purchase of this item.
Bus service  Sue Usher was thanked for her tireless efforts to improve our bus service.
Millennium/Jubilee site  at corner of Church and Henley Rd Sign had been erected and garden would follow shortly. Local history leaflet had proved very popular.
Recreation/play  areas continue to be a focus of council attention.
Abandoned cars  have been less of a concern this year.
Appreciation  N Northcott expressed his appreciation for the contribution of M D'Arcy who had decided not to stand for re-election.
He thanked the rest of the council for continuing to serve following re-election and asked for a volunteer as one vacancy had not been filled.
He especially thanked Miss J Ford for all her tireless work in keeping the village environment in order. Her work was much appreciated.

Before presenting the accounts, the clerk expressed the thanks of the parish council to Mr N. Mackisack who so generously acted as the parish hon. internal auditor.
The accounts were presented by the Clerk and adopted by the meeting.

SANDFORD ON THAMES PARISH COUNCIL


Minutes of the meeting  of the Parish Council held on Monday 9th June 2003 at 7.00pm in the Village Hall.

In attendance: Cllr J Stimson,   5 parishioners
Apologies for absence  Cllr R Tudor Hughes.

Matters arising  N Northcott had received a letter from R Tudor Hughes re. possibility of Magdalen College developing land to South of Science Park.
Kissing gates and notice board for Heyford Hill Lane had been ordered.

District Councillor's report  J Stimson reported that standing orders regarding the make up of Planning Committee had been revoked and now there was just one enormous committee; All members had to attend site visits throughout the District which was very time consuming and expensive. It was an alleged progress but actually slowed things down. He was pushing for a reconsidering.
At the Cabinet meeting he raised the matter of the defunct police liaison committee. Apparently now the police would have power to choose members of the proposed new committee. He had asked the Chief Executive to protest to the police.
He had met Mr Lally to discuss action on the Park Homes site and Mr Lally was to return with changes to the licence conditions to enforce phased changes to spacings to help residents. At present this was not happening.
At the Local Plan task group meeting there was a proposal tabled for the sewage farm site to extend boundaries for operational development. He would welcome any comments from anyone with local knowledge.
He had received many letters from local residents opposing any change to the Green Belt designation and would attempt to make contact with a speaker from the CPRE to talk to a parish council meeting.
In reply to a question from the floor about the intention of Brookes University to sell their residential accommodation in Heyford Hill Lane he said that they would not be allowed to extend any use beyond what was there at present.
