As you all probably know a 'Planning Enquiry was due to be held in the Village Hall in mid September, regarding a Superstore in Sandford. The Department of the Environment has now cancelled the Public Enquiry and the appeal will now proceed by Written Representation only. Hartwells have now requested this method of appeal and the Local Planning Authority considered that the issues had been examined in detail in five recent appeal cases. In addition, South Oxfordshire District Council has recently resolved to grant planning permission for a Superstore near Heyford Hill roundabout, on the A423. This store would be located approximately 3/4 of a mile from the present appeal site. It is anticipated that the Heyford Hill Development will be implemented.

The Parish Council, neighbours and other interested bodies will be notified formally of means of making representations. However, if you have any views on the subject please let the Parish Council know. At the application stage objections were received from the Parish Council, but no letters were received from individuals. Details of the proposed store is as follows:-

1. Size of Superstore proposed:- 94,500 sq.ft.

2. Outline planning permission sought.
Extract from plan attached indicating a possible layout.
A = Garden Centre 14,500 sq.ft.
B = Food Hall 50,000 sq.ft.
C = D.I.Y. 30,000 sq.ft.
With 450 car spaces.

*****   ARSON IN THE VILLAGE   *****

During the night of Saturday 9th July, 1983, Mr. Naish had his locked garden shed set alight arid its contents destroyed. Thanks to prompt action by Mr. Mike Norton who attempted to put the fire out and called the fire brigade stopping the fire from spreading to other nearby sheds.
The shed was over fifty years old and contained a number of sentimental items belonging to Mr. Naish, some being his fathers war medals and his fathers old tools.

*****   PARISH COUNCIL NOTES   *****

The Council met on 11th July, 1983. We were glad to see the residents of River View, who came to discuss their planning difficulties. We hope these will soon be resolved as the Planning Officers Mrs. Nikki King and Smurpifs are now aware of their wishes.

BUS TOKENS
The latest issue has now been distributed. 71 Sandford pensioners receive 56 tokens each. 6 of these per head are paid for by the Parish Council.

The Council does not meet in August. The next meeting will be on 12th September at 7.30.

*****   OIL SLICK   *****

Several thousand gallons of pink fuel oil was leaked from Hartwells depot at Littlemore on the 10th July.

The oil found its way into the Thames from a drainage ditch at Heyford Hill lane and headed towards Sandford.

With the demands for water being the highest on record the river intake to a water works at Culham was threatened and the supplies to thousands of consumers were in jeopardy.

Thames Water Authority immediately put in hand thus contingency plan for dealing with such a pollution. Oil booms were stretched across the river at Sandford and around the intake to the Culham water works, whilst all this was being done the lock was closed to navigation and hundreds of boating holiday makers had an enforced stay at Sandford for ½ a day.

The oil booms at Sandford prevented the major port of the oil slick getting downstream; the oil collected behind the booms being sucked off and tankered away.

The condition of the river water quality was checked constantly for a further week and fortunately a serious water supply situation was averted.

*****   COMMUNITY POLICE OFFICER'S NOTES   *****

With the start of the school holidays I would like to take this opportunity to remind parents to instill in their children, that they should let them know where, when and with whom they are playing at all times, and to make them aware of the dangers when playing in isolated areas, on or near agricultural machinery.

If the hot weather continues, it is inevitable that the older children possibly followed by the younger ones, will make for the river, and what to them appears to be great fun is in fact a great danger to themselves and other people i.e. swimming near to moving boats trying to grasp the finders to enable them to be towed along the river. There have been cases of children being caught by boats propellers and being severely disabled as a result of this practice.

It is appreciated that it is great fun to jump off bridges into the water, but again the children are jumping into danger, as they do not know and can not see what is below the surface, i.e. old bicycles, dumped stolen motorcycles and in some instances old cars.

Whilst enjoying the pleasures of the river and country side, the children should take extra care over their property as other people will take the opportunity and steal it while the owners attention is preoccupied.

"Spaghetti and Sausage Sizzle"
(This recipe serves 4-6 persons).

Ingredients:
1 medium onion, peeled and sliced
1 tablespoon oil
6 pork and beef thick sausages, cooked and chopped
2 x 15oz can alphabet spaghetti
salt and pepper
chopped parsley
triangles of toast

Method:
Fry the onion gently in the oil until cooked. Add the chopped sausages and the spaghetti. Season and then heat the mixture thoroughly. Just before serving, sprinkle over the chopped parsley and add the toast triangles.

WEEKLY EVENTS:
TUESDAY : Mothers and Toddlers Group - 9.30 am - Noon.
Keep Fit Classes - 8 pm.
WEDNESDAY : Youth Club 7 - 12 yrs. 7 pm - 9 pm.
13 yrs Upwards 8.30 pm - 10 pm.
THURSDAY : Bingo - 8 pm.


FORTNIGHTLY EVENTS:
Forget-Me-Nots every alternate Tuesday 2.30 pm. Next get together is on 9th August and 23rd August.

A Mobile Library will be calling at Sandford on alternate Mondays, stopping outside The Fox public House at 2.30 pm. Their next visit is on Monday 8th August and 22nd August.

MONTHLY:

Mr. Bentley will not be at Sandford Village Hall on August 3rd due to Summer Holidays. However, he will be back on 7th September.




*****   COUNTRY FAYRE   *****

Our Country Fayre on August 13th looks like being a grand day!

There will be lots for everyone to do and see, with all the usual stalls and several competitions to get everyone involved. A Baby Show with three classes Birth - 9 months, 9 months - 18 months, 18 months - 2 years. For children a little older, we are looking for Miss Rosebud, aged 2 -9 years, for whom a crown is ready and waiting. Races for adults and children have been arranged at intervals during the afternoon. The Bounty Hunters will also be there, these are a group of men and women who will be riding, shooting and giving a demonstration of Cowboy Arts.

We also hope to have a Pets Corner. If you have any unusual pets please contact Mrs. Hutton. We look forward to receiving lots of entries for the Flower Arranging competition. Two classes - Flowers for the table. - A Basket of Summer Flowers. A Vegetable Show selection of any two vegetables for the Red Ribbon Award. For the cooks - the best Victoria Sponge. Entries to be in the Village Hall by 1.30 ready for judging. We do still need help to get the field ready and also to run the stalls. Please get in touch with a Committee member if you are able to assist, even if only for a short time.

Don't forget the flower festival will be taking place in the Church and if previous years are anything to go by it will be well worth a visit.

*****   ITINERANT PARKING   *****

As everyone on Kiln Caravan Park knows we have had in the village problems with itinerants parking. Since the itinerants came to the village numerous vehicles had petrol siphoned from their tanks, trees have been ripped down, our children chased by dogs, our road side verges used as lavatories, our women insulted and some of the coloured people on Kiln Park bated about their colour.

During this time where have we turned to for help in the matter? Certainly not the leadership from the majority of the Parish Council, they live the other side of the bridge. The only councillors who seem to be interested are Hazel Hutton and Janet Shepherd along with County Councillor Nikki King.

we demand the council find the ownership of the land and that all possible steps are taken to eradicate this nuisance.
