SUCCESSFUL APPEAL
FOR BOAT MOORINGS
AT SANDFORD MILL ESTATE

I attended the public hearing in the Village Hall on 24th January, of an appeal against the S.O.D.C. planning authority. I did so. both as an inter- ested person and as a parish councillor. Sandford Parish Council has no objection to the application for the mooring of seven boats.
The Council's decision was based on the fact that the boats would not be moored in the main navigational channel of the river, but alongside the old mill wharf.

Requested by the inspector to put my points of view to the meeting, I stated that mention had been made in the appeal document about the possibility of people using the riverside for fishing, camping and for rambling. reminded the meeting that a right of way exists through the mill site estate and any of these activities could take place and therefore, should be taken into account.

If the properties were sold or let by the developers, with mooring rights there was no authority to do so.
Thames Water Authority had no objections to the application.
Finally, I quote from the inspector's official report, of which I received a copy. This is his formal decision on the matter.

"For various reasons, and in exercise of powers transferred to me. I hereby ALLOW the appeals, the enforcement notice, and GRANT planning permission for the application for the continuous use of land at Sandford Mill Sandford-on-Thames for the mooring of boats, other than in the course of navigation.
This permission shall ensure solely for the benefit of the residents of Sandford Mill Estate.

Mrs N. King, western area planning Chairman for S.O.D.C., who were against the application, was not present at the inquiry.
The Inspector's report was not even read at the Parish Council meeting of February 13th.

Holy Week and Easter

This is the climax of the Christian year and a time of great solemnity, prepared through lent. The celebration of Jesus's arrival in Jerusalem with Palms and Hosannas takes place on Palm Sunday (19th). The Last Supper took place in the night that he was betrayed (Maundy Thursday, 23rd). This will be observed by an evening service of Holy Communion followed by the solemn stripping of the alter, and silent prayer. Good Friday (24th) the holy day will be observed in all churches and in the hearts and minds of Christians as best we can (recognising that some of us will have to work).

The three hours of Jesus on the cross will be observed at St Andrews by the church being open for private prayer and devotion. A few will be able to be there for the whole time, some will come for half an hour or an hour, and others will simply want to observer the day by calling more briefly and attending to the central event in world history, perhaps by reading the Passion Narrative in the Gospels.

On Easter Sunday there is a plot to make people miss church by putting the clocks on. Forewarned is forearmed. Confirmed members of the Church of England are duty bound to make their Communion on that day or as soon as possible thereafter. Anyone needing help in preparation should contact their vicar. The clocks changing has special liturgical significance in Sandford because it means that weekly evensong will be shared with Fr. Peter Mayhew and occasional visiting preachers.


PARISH A.G.M.
The 'Easter Vestry' meetings with elections etc. will take place in church at 11am on Sunday 2nd April. Nominations and volunteering for PPC and other items for agenda may be given to the Wardens (Mr Jones Mrs Harris) or the priest in charge.



MEET 'n' EAT
Sandford Meeting Point takes place as usual, second Friday of the month, 10th March: 12.30 till 2pm. Coffee and snack lunches are available, all are welcome. Mothers are invited to bring small children with them.

OXFORD SEA CADETS

The Sea Cadet Corps is a youth organisation for youngsters 12-18 years old. It is made up of 20,000 boys and girls nationwide and it meets the problems of todays teenagers and gives them new experiences and a taste of adventure. They are given the opportunity to use their energies to develop both interests and relationships. They make friends and develop a sense of responsibility to the Community, as they learn the many skills needed on boats and ships.

On a national level, activities include visits to H.M. ships, courses in Royal Navy training establishments, sailing and canoeing, as well as voyages in the Square-rigged sail training brig, T.S. Royalist. There are 400 units all over the United Kingdom, and each, like a naval ship, has its own name and identity.

The Oxford unit is the T.S. Euryalus and it is based at Donnington Bridge. This unit, last year celebrated its 50th anniversary. T.S. stands for training ship and cadets and officers "come aboard" on Tuesdays and Fridays from 7.30 pm to 9.30 pm.

Each unit has its own uniformed officers and supporters who are able to arrange for sea cadets to take part in activities which encourage self discipline and leadership. The accent is on sea-sailing and boat work and although Oxford is an inland unit it has access to the Thames and large local reservoirs. This month fifteen Oxford cadets and two officers will visit our namesake ship H.M.S. Euryalus.

The Sea Cadet Corps is not a pre-service or para-military organisation. It is a voluntary youth organisation and a registered charity (number 293839) The Cadets are funded entirely by their own efforts which include a regular bingo club and car boot sale (see What's On section on page 15 - ed). Last year the running cost for the Oxford unit was approximately £8,000 and it will be the same for this year.

The aim of the Sea Cadets Corp is to offer youngsters a sense of pride and values based on the finest traditions and high standards set by the Royal Navy - The "Senior Service".

LETTERS TO THE EDITOR


Dear Editor.

With reference to your article headed ' Link Bombshell', I assisted Mr. Boyd with the printing of the Link during the period when he was the editor. I know for a fact that the only financial help he had in the last eighteen months was from the few advertisers and one or two donations - most of these from the church. Any other monies came from his own pocket. The Parish Council stopped subscribing when their funds ran out. Finally, I never read once of any vote of thanks for his contribution when a new editorial staff took over.

There appears to be some confusion. The eighteen months referred to in the article was the eighteen months, during which time Carl Reynolds and then myself have been editors. The facts quoted in the article regarding financial assistance during this time are correct.
Obviously, we are all grateful to Mr. Boyd (and those who helped him) for maintaining the publication of The Link during what must have been a difficult time, financially.

There are still far too many youngsters riding around our area on cycles without lights at night. Time and time again I find myself repeating the same old warnings to them, to no-avail. I may as well be talking to myself. As this approach has now obviously failed. I have no alternative other than to start reporting any offenders in the future. Parents, if your son or daughter goes out at night on a cycle please stress to them about lights. All offenders will be reported.

Developers want to build 6,000 houses near Great Haseley; Stone Bassett, described as, "a small new country town", if built, would be one and a half times the population of Thame. It would not only destroy a 1200 acre site classed as an area of Great Landscape Value, but would be bound to lead to creeping urbanisation of the whole area. Village and country lanes could not take the strain of the upsurge in the number of commuters traveling on local roads . The smaller roads to Oxford will be swamped as those who enter the city via the A40 already know, the road long ago reached saturation point.

Consortium Developments Ltd argue, current county plans cannot meet housing demand. Have they read the figures? Figures produced by the government-approved body which assesses housing need - the South East Regional Planning conference (SERPLAN) show Oxfordshire needing an additional 23,000 houses between now and the end of the century.

Over half this figure has been allowed for in the present structure plan which runs until 1996. Without doubt the remainder can be accommodated in Oxfordshire within the framework af the existing county plan without the new town. pact is, Stone Bassett would be largely a commuter town, bringing traffic congestion to our local roads, destroying a beautiful landscape and benefiting no one in the locality.

Massive support from the local community, Parish Councils and individuals has given SOUND a tremendous boost. HOT AIR OVER LINK OFFICES

Villagers who happened to be looking skywards at about midday on Sunday February 5th were surprised to see an unfamiliar aerial visitor. A hot air balloon drifted down, low over the village narrowly missing the chimney pot of the Link offices, (by inches according to one eye witness), and coming to rest in the field at Rock Farm.

A few people ventured into the field and assisted the pilot to deflate the balloon and pack it away, while he radioed his location to a pursuing pick up van. The balloon had drifted all the way from Stroud in Gloucestershire and was piloted by Mr John Albury, who makes his living by giving tuition in ballooning and offering pleasure flights to the public. He was carrying two passengers at the time and the trip was unusual in that most of the Journey was spent above the cloud. When it had re- emerged Mr Albury had found himself drifting over the main runway at R.A.F. Abingdon!

It was surprising to see just how quickly the balloon and all its equipment could be packed away; considerably more quickly than the time it took for the van to find them.

We wish Mr Aibury good luck in the future and hope that he drops in again, though next time not quite so close to our chimney pots please!

SANDFORD ON THAMES PARISH COUNCIL

At the last Parish Council meeting on the 13th February, a letter was read out from, the Village Hall Committee. This letter explained how, over a period of time, the level of motivation of the Committee has fallen to an all time low because of lack of support. This lack of support for fund raising events, etc. has prompted the Committee to suggest that the outstanding mortgage on the hall and the day-to-day expenses of running the hall should be borne by the Parish Rate.

This would not be such a great burden on the rates because of the generosity of Miss Burra's interest free loan and the superb efforts of the Bingo organised by Hazel and Janet. But, the Hall has always been self-financing and it would reflect on the villagers if this were not to remain so. From the start of the new hall (many will remember its green corrugated iron predecessor) comparatively few people have been involved with organising events to fund it and, not surprisingly, some of those people are fed up with what can only be described as apathy from the people the hall is meant to benefit.

SO COME ON PEOPLE OF SANDFORD ITS YOUR HALL HELP TO SUPPORT IT, by supporting the Committee, either by suggesting to friends and relatives that they hire the hall for their functions or by putting forward ideas for fund raising and helping out at fund-raising events, etc.

The Village Hall AGM is to be held on Monday. 6th March at 8pm in the Village Hall, go along and show the Committee that you are prepared to support and help their efforts.

VILLAGE MAINTENANCE

Last year the Parish Council purchased grass cutting equipment and used volunteers to cut the recreation field and the wharf, etc. This year we need to expand the programme of maintenance. We need volunteers from all parts of Sandford to help keep up and improve the general appearance of the village.

Sandford is entering , for the first time, "The Best Kept Village Competition" so we need all the help we can get please don't leave It to someone else!

SANDFORD ON THAMES PARISH COUNCIL

MINUTES of the Meeting held on Monday 12th December 1988 at 7 pm in the Village Hall.

PRESENT:- Mrs J Roiston (Chairman), Mrs J Shepherd (Vice-Chairman), Mrs G Ashburner, Mrs H Hutton, Mr H Leary, Mr M Norton, Mr A Robinson, Mrs N King (District Councillor), Mr I Stevenson (County Councillor).

MINUTES
Mr Robinson objected to the signing of the Minutes on the grounds that he had not seen nor read them and requested that he receive a copy of the Minutes prior to each meeting. The Chairman said that in all her years on the Parish Council it had been sufficient to read out and approve the Minutes at the next meeting. Mr Robinson replied that the Minutes of the Meeting held on the 10th October were incorrect. The Chairman reminded Mr Robinson that he had been present at the meeting when the Minutes had been read out and that he had approved them. The Council voted 6 in favour of the signing of the Minutes of the Meeting held on the 7th November 1988 - Mr Robinson voted against the signing of the Minutes The Minutes of the previous Meeting were, therefore, signed by the Chairman.

MATTERS ARISING

Link - Cost of inclusion of Minutes. Mr Reynolds confirmed that the PC paid £5 for the first page and an additional £10 for a further 4 pages 5 pages in total. Cars. PC Reynolds reported that two of the dumped vehicles were stolen and that the rest would be dealt with in due course.
Wharf - Use by Thames Water. The Clerk was asked to contact Mrs Agulnik again on this matter.
Basimer Cottage. The Chairman asked Mrs King whether anything could be done in respect of Basimer Cottage. Mrs King replied that no action could be taken by the Council.
SOUND. Mrs King reported that there would be a public enquiry on Stone Basset in the new year. Mr Robinson asked that it be Minuted that he had objected to the PC subscribing to SOUND. Mr Norton said that he felt that once the PC had inspected the plans for the new Science Park in the Parish the Council would change its mind and it might well need the support of SOUND.
Trenching. Mr Robinson asked why the £75 contribution from SODC had not been included in Income & Expenditure. The Clerk replied that the £75 had not yet been received.

CORRESPONDENCE

MATTERS FOR CONSIDERATION

PLANNING
P88/W0902 &W0903/LB Catherine Wheel. No objections - 7 votes in favour.
P88/W0935/0 Land south of Littlemore - Proposed Science Park. Mr Stevenson reported that he had met with the Bursar and that Magdalen College would be more than willing to attend a PC meeting to discuss their proposals. It was noted that the plans sent to the PC by SODC differed to those Mr Stevenson had been shown by Magdalen College. Mrs King suggested that the PC defer a decision until after they had met with Magdalen College. The Clerk was asked to inform SODC accordingly. Mrs Shepherd said that she would ask Thames Water what they had been told.

Mr Robinson asked where Mr Cooper (site owner) lives. The Chairman said that Mr Cooper's business address is Kiln Park.

GENERAL

Precept - Mr Leary suggested that the PC look ahead to budgeting for the land from Magdalen College. Mr Stevenson said that it was not possible to carry forward anything that was not budgeted for. Mr Leary said that it was necessary to plan ahead. The Clerk was asked to look into ways of providing funds.
Mr Robinson questioned the Clerk on how she had arrived at the budget figures. Mr Norton said that Mrs Leary was doing a fine Job and did not need to be questioned in such a manner - it was a budget not a balance sheet. Mr Norton asked that his comments be Minuted. This was seconded by Mrs Shepherd.
Mr Robinson proposed that the bus tokens be increased by 6 tokens per person and this be budgeted for in the Precept. 7 votes in favour. The Clerk was asked to inform SODC of the increase.
In order to cover the cost of the proposed maintenance and improvement programme as detailed in the Budget the precept was set at the 5p rate = £6160 for the period 1989/90. Proposed by Mr Robinson, seconded by Mrs Ashburner, 7 votes in favour.

Tenders/Contracts - Mr Robinson proposed that any work let to contract by the Council, that no less than 3 estimates be obtained, quoting the terms of the contract, and that the full name and address be included. 7 votes in favour.
The Clerk pointed out that it was usual to obtain at least 3 estimates but that unless the tenderer were an individual it was normal practice to use the Registered name and address of the Company.

New Blackbird Leys First School - The Clerk reported that she had spoken to Mr Pellow (Oxford City Council) and that his Council had put forward Shelia Roberts as the proposed joint nomination and that Gina Ashburner be put forward as a co-optative governor. 6 votes in favour, 1 abstention (Mrs Ashburner).

Community Policeman Report - PC Reynolds said that he had been absent from the village but that it had been fairly quiet.

Ten Acre - Mrs Shepherd reported that dogs from Ten Acre had been chasing passers-by. The Clerk was asked to write to Mr. Bowers (Didcot) regarding this matter.

County Report - Mr Stevenson said that he understood that some resurfacing of the footpaths had been carried out. The responsibility for footpaths had been split between the County and the District but as from the 1st April 1989 the County would take over all the responsibility.
The Clerk replied that a section of Church Road had been left and was in need of repair or resurfacing (Fry's Barn to the end of the Church wall) and that most of the Henley Road needed recurbing and resurfacing. Mr Stevenson said that he would report this to the County Highways Department.

Link - Mr Reynolds reported that the Link now had its own Committee. The new deadline for items for inclusion in the Link is 6 pm on the 18th of each month. Mr Reynolds asked if he could have a copy of PC agenda and if "the Link", items for discussion, could be included on it each month.
The PC agreed to this request 7 votes. The PC agreed that Gina Ashburner should be the official Parish Council representative on the Link Committee. 6 votes in favour, 1 abstention (Mrs Ashburner).
Mr Norton said that the people behind "the Link" were doing a wonderful job.

Skips - The Clerk was asked to write to SODC requesting that skips be left over the weekend. Date of next skip to be advertised in the Link each month.

Grass Cutting - The PC proposed a vote of thanks to Mr Leary and his helpers. Blackbird Leys Development Mrs Shepherd asked whether the Council had replied to the query of pedestrian access to Kiln Park. The Clerk said that she would chase them up on this.

Date of Next Meeting - confirmed for Monday 9th January 1989 at 7 pm in the Village Hall. February meeting confirmed for Monday 13th February.

MINUTES of the Meeting held on Monday 9th January, 1989 at 7 pm in the Village Hall.

PRESENT:- Mrs J Roiston (Chairman), Mrs J Shepherd (Vice-Chairman), Mrs C Ashburner, Mrs H Hutton, Mr M Leary, Mr M Norton, Mr A Robinson, Mrs N King (District Councillor), Mr I Stevenson (County Councillor).

MINUTES
The Minutes of the previous meeting were read and signed by the Chairman. 6 Councillors voted in favour of the signing of the Minutes, one voted against (Mr Robinson).

MATTERS ARISING
A discussion followed on the distribution of the Minutes prior to the Meeting. No decision was made to adopt this policy.

Mr Robinson again raised the point that his comments (Minutes of 10th October 1988 Meeting) had been misrepresented and wished the Minutes to be corrected. Mr Leary asked Mr Robinson why he had agreed to those Minutes being signed knowing they were incorrect. Mr Robinson's reply was that he had allowed them to go through "out of goodwill". Mr Robinson said that the correct statement made by himself was:- "in the presence of 3 witnesses, that if anyone was aggrieved by what I report, that they should put it in writing and it be given to me personally". Mrs King pointed out that Minutes are not taken down verbatim and that the Clerk makes notes at the meeting and draws up the Minutes from those notes.

Science Park
Mrs Shepherd reported that Thames Water had received plans at Denton House and that soil sampling was taking place on the field.

CORRESPONDENCE
SODC - Litter Blitz. Noted.
SOOC - Skips. The Parish would require 12 Skips. A new location would be needed to replace the River View site.
OCC - Roads in Winter. Plan to be put on Notice Board.
OCC - Rights of Way. Noted.
OCC - Code of Practice. Noted and circularised to Councillors.
OCC - Appeal to Parish Councils. Noted and circularised to Councillors.

Mill Site Moorings. Date of inquiry noted.
Applications
P88/W0971/0 Mill Site - Erection of house and garage. It was decided to defer a decision until the comments of the near neighbours had been sought.
P88/W0935/O Magdalen College Science Park. Mr. Wills (Magdalen College Bursar) attended the Meeting to discuss the proposed Science Park at Sandford. Magdalen College have reached an agreement to purchase land from Thames Water and also have an option on land between the proposed development and the railway embankment. Magdalen College would retain the freehold and control over the Science Park. The field between the A423 and the development would landscaped and the existing stream improved. Magdalen College are looking into the development of some manmade lakes in this area. Mrs King confirmed that the field would have to remain as a green area to act as a buffer zone. Magdalen College envisaged that if a similar development were to take place at Littlemore Hospital the railway could be opened up to provide a shuttle service to Oxford Station.
The Council expressed concern on the following points:-
1. Access to Kiln Park and Thames Water - the existing roadway is considered to be hazardous.
2. Increased traffic through the village, especially the upper end of Henley Road and the junction opposite the garage to the A423.
3. Existing problem of drainage under the flyover bridge.

Link - Items for Discussion. Mr Reynolds apologies for the lateness in delivery and said that the February edition would be on time. The Link had to change its Printers and the cost had trebled - they hoped to cover the extra cost through advertising. Mr Reynolds said that the Link would welcome suggestions on how the Paper could be developed.

Courages Sign. The Clerk was asked to check when the rental for the sign was last reviewed.

Land at Rock Farm - Proposed Park Area. The Clerk was asked to include this item on the agenda for the next meeting.

Templar's Court. Mr. Wills (Magdalen College) was informed about the condition of the stile and fence at the entrance to Templar's Court in Church Road.

Date of Next Meeting - confirmed for Monday 13th February 1989 at 7 pm in the Village Hall.

Thank you so much for the cheque for £50. which as you will see from the attached receipt has been paid into the Churchill Hospital Cancer Research Fund. This Fund looks into ways of treating Cancer, and by all methods, including Radiotherapy and Chemotherapy.
It is only by generous donations such as yours, in memory of Richard Stowe, that research is able to continue. We are also looking into ways of curing Cancer, but unfortunately there is no immediate cure on the horizon, but we are hopeful that, one day something will emerge.
