N E W S   F R O M   S O U N D


THE INQUIRY

The Public Enquiry finished at the end of January. We feel that the SOUND team put forward an excellent case for refusal in a professional and expert manner. SOUND'S evidence was of course complimentary to the main objections ably and comprehensively presented by the District and County Councils. Thanks go to the many supporters, who attended during the Inquiry.

There's no doubt that all the major arguments were won on such issues as housing need, unsuitability of the site, traffic, landscape etc. If there is to be a credible planning system at all then Nicholas Ridley must throw out the Appeal.

WHAT IS HAPPENING NOW?

The inspector is preparing his report to the Secretary of State based upon the evidence put forward at the Inquiry. This should be finished and submitted within the next few weeks although it could be later depending on other demands upon the inspectors time.

The Inspector will make recommendation in his report as to whether the Appeal be Consortium Developments should be rejected or allowed. The recommendation will not be made known at the time the report is submitted, but we will know the date upon which it is made. Nicholas Ridley will then consider this and make his own decision in due course (probably four to six months).

FESTIVALS

Summer brings a bit of Festival to Sandford for the public house of prayer (a free house) that means firstly worship. Since beauty plays a big part in raising hearts and minds to God, their Churches festivals are decorated with flowers. The Flower Festival on 23rd 24th and 25th of June is an invitation to 'give back beauty, back to God, beauty's self and beauty's maker'.

The workers at St Andrews hope that the rest of the village will pay a visit, and be thankfull for the good creation. A second reason for the festival (and a first reason for a summer fete) is to raise funds for the upkeep of the fabric. This weekend has therefore been set aside as a festival of the stonework. We generally take it for granted, but it needs care and attention. This weekend provides an opportunity for non worshipers who value the building to make a contribution to its upkeep.

The feast for our eyes will also contain a feast for our ears. On Friday 23rd June at 7.30pm some of the Long Wittenham singers will sing madrigals in the church. How about making this an opportunity to invite your friends.

SOUND: THE FIGHT GOES ON

SOUND is confident of success but not complacent. We shall continue to lobby where appropriate and use the media to maintain awareness and keep up the pressure. A considerable number of articles of support have appeared in newspapers and more will be forthcoming in two major publications due out at the end of May. Other media events are planned.

SOUND is encouraged by Nicholas Ridleys statement that where satisfactory plans are in existence to meet agreed housing needs he will not impose any decisions which would undermine such plans. Oxfordshire plans are agreed and have been through the democratic processes. They are fully able to provide for the anticipated increased demand for housing following the review process which will commence shortly. Already the local plan review has started. This has to be the proper way to plan our area. Rather than leave it to the opportunistic attempts of volume house builders. We need to look at the real needs of the community for such things as low cost housing rather than jumbo housing estates which would attract an inflow of people from outside Oxfordshire.

FUND RAISING
We have done fantastically well with our money raising exercise and thanks go to all 65 Parish Councils and the thousands of individuals who have supported us.

Everyone has been tremendously generous and to date, with interest, over £128,000 has been raised by individual subscriptions, donations and various fund raising events.

However we need more. Probably another twenty five thousand to pay all our bills - chiefly the cost of our team of professional advisers at the Inquiry.

In addition to the continuing raffles and other smaller fund raising exercises which are extremely valuable there are two further major events planned:

1. An open day with a whole range of activities to be held at a nearby Country House.

2. An Opera at Garsington Manor on Saturday, and Sunday the 10th and 11th of June, The Marriage of Figaro by Opera 1980. The profits for both days are to be shared with the Oxford Playhouse Appeal.

YOUTH CLUB

On Wednesday 14th June we are pleased to announce that the Oxford Association of Boys Clubs A TEAM will be visiting us, and they will be bringing with them some Inflatables for the club to use. Exactly what type is as yet unknown but a good time is promised.
MEMBERS ONLY ON THIS NIGHT. SORRY, NO FIRST TIMERS OR VISITORS.

Gina is at present organising a trip to the Ten Pin Bowling Alley at Brize Norton. Hopefully we shall be able to get this trip in before the Summer holidays.

If you have any suggestions as to where we could all go for the Summer Trip this year let us know. Last year we went to Southsea and everyone had a very good time. Suggestions to date include Alton Towers, Southsea again, Chedder Caves and another seaside resort somewhere. When we have enough suggestions all the members will get a vote on it.

If you are thinking of joining now's a good time. We are open every Wednesday evening between 7pm and 9pm. Membership is £1.50 and subs of 20p a night. See you there.

SANDFORD ON THAMES PARISH COUNCIL

Minutes of the Meeting of the Parish Council held on Monday, 3rd April, 1989 at 7 pm in the Village Hall.

PRESENT
Mrs J Rolston (Chairman), Mrs J Shepherd (Vice-Chairman), Mrs G Ashburner, Mr M Leary, Mr M Norton (arrived at 7.35pm), Mr A Robinson.
Apologies were received from Mr Norton who said that he would be late for the meeting and Mrs Hutton who had a previous appointment.

MINUTES
The Minutes of the previous Meeting were taken as read having been previously circulated and were signed and approved by the Chairman with the following amendments.
Elmslea wall, insert the word "Nursing" to home.
Reference to rates - date corrected to 1989/90.
Insert word 'Annual' to Parish Meeting.

Matters Arising

Trenching - Paper I. The Clerk reported that the estimate for the tree planting on the area of land off the A423 was for £350.00 and that the Council had spent £518.26 on the trenching works a total of £868.26. Donations from the parish and other Councils (SODC & OCC) totaled £842.54.

Village Hall - Loan. The Clerk reported that the last payment on the loan on the village hall would be on the 1st August, 1996.

Correspondence
SOUND - Contents noted.
SODC - Tourism. Circulated for comments.
OCC - Minibus. To be put on notice board.

Matters for Consideration

General
Litter Bins. The Clerk reported that she was waiting for more information and prices. Item deferred.
Village Maintenance - Paper II. Provision of mower to cut verges and banks budget figure of £265.00 approved.
Proposed by Mr Leary 5 votes in favour, 1 against (Mr Robinson).
Meetings - Dates for 1989/90. Paper III. Item deferred.

Planning
Elmslea. The Chairman reported that planning permission had been granted on Appeal for the building of a single dwelling at Elmslea.

Playground Equipment. The Clerk reported that she would obtain further information regarding playground equipment and report back to the Council at the next Meeting.

VAT & Rates - Village Hall. The Clerk said that she had not made enquires re: VAT refunds and charitable rates as yet as she felt that she should discuss the matter with the Village Hall Management Committee first. Mr Absolom said that he would speak to Mr Williams and contact the Clerk in due course.

Community Policeman's Report. Nothing to report.

LINK - Items for Discussion. Nothing to report.

Date of Next Meeting confirmed for Monday, 15th May, 1989 at 7 pm in the Village Hall, this being the ANNUAL PARISH COUNCIL MEETING.

It has been decided to discontinue the 200 Club in its present form. After many years it's felt that it has become less of an attraction. The few members who have paid for their shares in advance will have them frozen and held in credit until the formation of a different form of fund raising.

In order to maintain the village hall by general refurbishment and replacement of worn items, we must look for an alternative to the 200 Club. We would be pleased to learn the feelings of the village on this matter and would ask that you indicate them by filling in the slip at the end of this report and passing it on to one of the committee members,

Suggestions already made are:
An investment of say £10 per share paid by cash or bankers order so avoiding the need for collection. Prizes could be twice yearly comprising of
1. A large cash prize. Eg £500 twice yearly. (Subject to the number of shares sold)
2. A weekend away for two twice a year
3. Credit at a major store.
4. Any suggestion of your own.

Residents of Sandford we need your suggestions and support.

We would like to thank everyone who supported the 200 club in the past. Also to Beverley Cook for the hard work of collecting the monies.

The next Village Hall Table Top Sale: 10-2pm. 25th June, Come along and spot those bargains or why not have a stall and sell those unwanted items.

The committee is looking into the possibility of running indoor bowls and will keep you informed.

SANDFORD MOTHER AND TODDLER GROUP

We met every Thursday morning, from 9am till 12 noon. 50p a session all young  children and babies are welcome.
There are many activities for them to do. Eg. Paints, Playdough, Lots of different toys and Bikes.
Come and have a cup of coffee and a friendly chat and meet other Mums with young children
